SUMMARY
The National Association of Resource Conservation and Development Councils (NARCD&C) is seeking to contract with RC&D Councils for services to implement youth program development components of a grant agreement funded by USDA-NRCS. Applicant council must be in good membership standing with NARC&DC. Councils with youth programming expertise, or with a history of working collaboratively with youth conservation groups (e.g. FFA, 4H, County Extension Programs, Boys & Girls Clubs) are encouraged to apply.  

TIMELINE & BUDGET
A Contract with the successful RC&D Council to commence on or about June 1, 2022, with all project tasks to conclude by May 31, 2023. A total of a $6000 stipend per intern and $2400 is available for each host Council to complete project deliverables detailed below, monitoring progress, and submitting reports.  

MATCH REQUIREMENT
This project requires a minimum 1:1 match. Intern stipend match must be a cash contribution.  Council match can be cash or in-kind contributions of labor and other resources. Total project budget will be $16,800 with $8400 coming from grant funds and at least $8400 provided by grant recipient.  

OVERALL PROJECT GOALS
Broad goals of this project are for local Councils to provide mentorship and training to youth entering conservation careers. Youth Interns (high school and/or college) will work together in teams to evaluate entry points for increased participation in Farm Bill Programs and career opportunities with NRCS and other USDA agencies.   

SPECIFIC GOALS OF YOUTH INTERN PROGRAM:  

Intern Responsibilities:  

  • Assist host council communication and outreach efforts, involving conservation careers and increased youth participation in Farm Bill Programs 
  • Participate in monthly video conferences to collaborate with the internship team 
  • Draft and submit intern report summarizing experiences and lessons learned 
  • Participate in drafting team report and presentation identifying entry points for youth participation in Farm Bill Programs and conservation careers 
  • Gain knowledge on USDA agencies, NCPP, and Farm Bill Programs 
  • Attend in-person meeting National Board of Directors meeting to present final report (Spring 2023) 
  • Assist host council with priority programs and tasks as assigned

Council Duties:  

  • Coordinate with Project Manager to gain familiarity with overall project goals 
  • Provide opportunities for intern to gain knowledge of USDA agencies, National Conservation Planning Partnership (NCPP), and Farm Bill Programs 
  • Oversee the implementation of all project deliverables.  
  • Compile narrative, financial and other requested reports for submission to the Project Manager. 
  • Provide travel, lodging, and meal for intern to participate in intern team presentation at 

National Board of Directors meeting (Spring 2023) Cost can be counted as part of 1:1 match. 

QUALIFICATIONS: The successful RC&D council should meet the following qualifications:  

  • Must be in good standing with NARC&DC (Dues Paying Member).  
  • Must be a tax-exempt organization that is eligible to receive federal grant funds. 
  • Have experience working with multiple entities to facilitate and encourage the exchange of ideas and successfully move individual entities and the group of entities toward implementation of ideas and projects. 
  • Have demonstrated experience working with youth.
  • Have either an already established relationship or ability to facilitate ongoing communication with NRCS or other USDA related agency
