Mary Seccombe - Western RC&D Association
Ms. Seccombe became involved with the RC&D Community in the mid 1970s and has served the program as a strong advocate ever since. She held leadership positions for over 15 years as the Secretary and Chairman of the Headwaters RC&D Council in Montana. She was instrumental in forming the 15-state Western States Association of RC&D Councils and served as its president from 1984 to 1990. Known as the First Lady of RC&D, Ms Seccombe was well respected in the Legislative and Administrative Branches of the government for her knowledge and passion for the RC&D program. Her annual trips to the Hill helped keep the program alive during the budget cutting days in the 1980s and 1990s. In addition, she was a founding board member of the NARC&DC and served as president of the Association for eight years. She was appointed by the Secretary of Agriculture to be a member of the National Advisory Council for Rural Development in 1991 and she was appointed by the Chief of the NRCS to chair a reorganization team for the RC&D Program.
