Joan Smith Freeman - Pac-Rim RC&D Association
Joan began her career with the RC&D program and was one of the founding members of the Ore-Cal RC&D Council in 1991. As a result of this effort, Joan helped to create much of the council’s policy and procedures. She served as the Ore-Cal president from 199x-199x, chair of the California Association of RC&D Councils from 1998 through 2001, and as President of the Pac-Rim Regional Association beginning in 2001. As a result of becoming a regional president, she also began representing the Pac-Rim on the NARC&DC Board of Directors, serving on several committees--Energy, National Drought, and Community Development.
Joan has served on numerous national, state, and local committees always promoting relations with RC&D. She set the standards for the California Association of RC&D Councils as she stepped forward with a vision before any apparent mission took shape. Her leadership skills were extensively tested as she led the Pac-Rim Association in an effort that significantly reduced its debt. As she does with anything she undertakes, Joan gives of herself freely to make whatever she is doing an effective and efficient organization.
