Frances Pacheco - Pac-Rim RC&D Association
Mr. Francis Pacheco was born in the sugar plantation village of Hakalau, Hawaii in 1928 and has been involved in agriculture, stewardship and conservation on the Island of Hawaii for decades. He is a past president of Hawaii Sugar Planters Association and former Hamakua Coast sugar cane grower. Pacheco has served the Soil and Water Conservation Districts of the Big Island in multiple capacities for 43 years and is a former State of Hawaii SWCD President.
He was instrumental in organizing the RC&D Program partnership on the Big Island and spearheaded the organization of the Pacific Rim Association to insure more equitable regional representation of Pacific Basin and Western State’s RC&D Councils. Mr. Pacheco is currently an active member of the Big Island RC&D Council, serving the citizens of Hawaii County.
